chore: add update ripple framework workflow dispatch

What I did

• Trigger a workflow on Ripple Framework to automatically create a PR that updates the Ripple versions (when a new version is published)

Checklist

• I have added a storybook story covering all variants

• Any events are emitted on the event bus using emitRplEvent
