Claude: Option C is impossible — evaluator trichotomy (E1 native ESM violates C2 ambiently; E2 compartment = forbidden runtime mediation; E3 bespoke interpreter = mediation + net-positive surface) + Rice's theorem exhaust all sound enforcement mechanism classes.
