Durable evidence for the acceptance of PR #110 (v12 Task 1 scaffold), kept separate from the confined implementation PR: - gate.mjs / gate-result.json — deterministic TELOS gate via breakout/verifier.mjs over the real artifacts: finalStatus meets, 10/10 checks. - run-slice-1-review.mjs / review-summary.json / review-{claude,agy,codex,grok, gemini}.json — signed required-seat review council: 5/5 approve/high, gate pass, 0 blockers, signing + provenance enforced.
