Result: AUTHORIZED. Gate pass; signing + provenance enforced. Required seats claude (claude-fable-5), agy (agy-checkpoint), codex (gpt-5.6-sol) all approve/high and signed; advisory grok (grok-4.5) and gemini (gemini-3.1-pro-preview) approve/high. Unlike v12's authz-005 (4-round codex dissent), the narrow AM-40 amendment authorized unanimously in one pass. Contents: run-authorization-6.mjs (plan-drift-guarded runner) + the five signed seat packets + authorization-summary.json. Next: The Eye re-confirms the implementation authorization (#109) covers amended Task 4a; then Task 4a review resumes against v13.
