Moves the Block Access List (BAL) from ExecutionPayloadV4 structure to a separate parameter in Engine API methods.

  • ExecutionPayloadV4 now identical to ExecutionPayloadV3 (removed blockAccessList field)
  • engine_newPayloadV5: BAL as 5th parameter after executionRequests
  • engine_getPayloadV6: BAL as separate response field
  • Updated OpenRPC schemas and examples
