there could be discrepancy between estimation and actual test execution. but when we estimate is <<< actual execution, we will fall into the trap of worker thought job is expired, and kept on reclaiming it, and repeat. this heart beat allows worker who is still actively work on a chunk to extend the deadline to avoid pre-mature grab.
