[RFC] Fostering Active Community Engagement: Standardizing Contribution and Onboarding

This Pull Request introduces a new standard aimed at revitalizing technology-specific open-source communities (like Rust, NixOS) within the FLOSS Uzbekistan network. This RFC, with a severity of MUST, establishes mandatory requirements for onboarding, contribution paths, communication, and recognition to combat community stagnation and increase member participation.

2. Onboarding	Requiring a dedicated Newcomer's Guide (in Uzbek) and consistent application of Good First Issue tags.	To ensure project setup and initial contributions are clear and achievable.
3. Communication	Mandating high Responsiveness in public channels	To facilitate rapid knowledge exchange.
4. Recognition	Requiring systematic Public Recognition and the establishment of a Recognition System (e.g., badges or gamification).	To acknowledge contributions and support contributor retention.
