Problem: it was a good run, but Lassen, Sierra, and Summit have all been retired or decommissioned. As such, their docs are superfluous and/or stale. Remove the docs and references.

Problem: there are no longer any lab tutorials, as of PR flux-framework#311. Remove the lab directory.
