Experimental fix for integer overflow in
SpatialCell::get_mpi_datatypeblock lengths.Uses
MPI_UINT32_Tfor cell transfer datatype since that's the minimum size of all variables communicated.EDIT: requires more work in dccrg. PR now has displacement and block lengths refactored into a function.
