Phase 8 tail batch for #809 — cheap-tier draft, deep-validated per the mandatory protocol. Validation verdict: codebuff PASS with zero decode defects (the historical cost-precedence risk explicitly verified correct: cost-free decoder + fallbackCostUSD, no reordering, pricing-pass tests prove the credits path); openclaw PASS after one genuine fix — the sessionId fallback kept .jsonl where the original stripped it, corrupting dedup keys. Goldens anchored via a git-show harness asserting bridged === ORIGINAL over the fixtures, then strengthened so Set-vs-array semantics are actually distinguishable (duplicate tools/commands planted; codebuff proves no-dedup, openclaw proves Set collapse). Provider-specific smuggling cases; allowlist verified; single-package decode. Core 198, root 2298, tsc clean both.
