The live npm page for @codeburn/core shows the Phase 1 skeleton README ("currently exports nothing", pricing named as core content). npm auto-packs README.md regardless of files, and published versions are immutable — so this replaces the README with an accurate one (engine status, envelope guarantees, deliberate exclusions, usage) and bumps core to 0.9.20 for the republish. No code changes. ^0.9.19 ranges match 0.9.20.

The npm page was showing 'Status: skeleton. This package currently exports
nothing' — false since Phase 2, and badly so since Phase 8 completed. npm
auto-packs README.md regardless of the files list, and published versions
are immutable, so an accurate README needs a version bump to reach the
registry. ^0.9.19 ranges match 0.9.20.
