Remove the NavigationTour component and all related code including the tour provider, analytics events, help menu integration, and the stacked-nav-tour SVG asset. The tour is no longer needed now that the new navigation has been fully rolled out.

This tour has been here long enough - though there are still a good amount of users who still haven't seen it according to analytics, it probably isn't very useful to see this tour anymore anyway if you haven't visited sentry in almost a year.
