Why not leave a comment to explain why the labels are set to empty. Future readers will also have the same question. |

This empty labels will be revised in #36206. I wrongly assumed that labeler would set it correctly. |

actions/labelerto do this job. After this is merged, I will delete the labelsdependenciesandgithub_actionsthat dependabot had created.
