Summary: Harden ordinary CI so diagnostic KVM setup does not create red-success annotations, Rust integration coverage is blocking, coverage summary pipes fail correctly, Codecov test analytics use codecov-action@v5, and workflows opt into the Node 24 action runtime. Add workflow policy tests plus sprint/release-process notes.
