We already do this [for our Install action](https://github.com/google/guava/blob/91cf3984b5da7c26c9d43eb34ae0d95adee7379f/.github/workflows/ci.yml#L54), but we see the noise [when publishing snapshots](https://github.com/google/guava/actions/runs/20937533296/job/60165108186#step:4:33) and [when running Gradle integration tests](https://github.com/google/guava/actions/runs/20937533814/job/60163657802#step:9:36). Also, switch our approach to doing so from using manual logger configuration to using [the `-ntp` flag](https://maven.apache.org/docs/3.6.1/release-notes.html#user-visible-changes).
