Show Decodex lane project context

Summary

• add project removal support for invalid Decodex registry entries and improve snapshot-build failure surfacing
• carry project display names into operator run status, dashboard activity, and Decodex App lane popovers
• keep the WebUI compact while moving Decodex App running-lane details into account-scoped chips and overflow popovers
