Avoid full reloads for run activity snapshots

Summary

• refresh only leases, run attempts, worktrees, and protocol summaries for project run/worktree listings
• keep dashboard run-activity snapshots from scanning Linear/private/review ledger tables every second
• extend persistent StateStore coverage so run/worktree listing does not hydrate unrelated event journals or Linear ledger rows
