Restore Decodex app usage details

Summary

• keep Decodex App account operations on the bundled helper so stale long-running servers do not hide account usage
• restore inline lane activity detail in account run chips with compact fallback
• backfill seven-day usage and pool estimates from local history when current usage windows are absent
