• record a skipped social_post/v1 outcome for the 2026-06-04 openai/codex release checkpoints
• capture why @decodexspace did not publish: new rust-v0.137.0 / rust-v0.138.0-alpha.1 checkpoints exist, but accumulated Decodex Radar evidence is not yet deep enough for a source-backed release_rollup
• preserve daily cap evidence: 0 of 8 published for the 2026-06-04 Asia/Shanghai cap day, so this was not daily_cap_exceeded
