🌟 What is the purpose of this PR?

Create a reusable GitHub Action for ECS service redeployment and extend deployment workflow to include staging and production environments.

🔍 What does this change?

  • Creates a new reusable GitHub Action redeploy-ecs-service that handles ECS service redeployment with optional role assumption
  • Adds environment variables for staging and production environments in EU Central region
  • Refactors deployment jobs to use the new reusable action instead of direct AWS CLI commands
  • Extends deployment to include staging and production services for graph, type-fetcher, kratos, and hydra

Note

Adds a composite action to force ECS redeploys and updates the backend CD to redeploy multiple staging/production services; switches healthchecks to /health and enables the graph test server build; adds Sentry “staging” env.

  • CI/CD:
    • New Action: Adds /.github/actions/redeploy-ecs-service to force ECS service redeploys with optional role assumption.
    • Workflow Updates (.github/workflows/hash-backend-cd.yml):
      • Replaces inline AWS CLI redeploy steps with the new action across jobs.
      • Adds env/config for EU Central staging/production clusters and services (app, graph, type-fetcher, API, kratos, hydra, workers AI-TS/integration, temporal) and redeploys them.
      • Passes ENABLE_TEST_SERVER=yes when pushing the graph image to artifacts ECR.
  • Graph/Test Server:
    • Adds /health route and updates healthchecks to target /health in server.rs, test_server.rs, REST openapi_only_router, and test-server routes.
    • apps/hash-graph/package.json: include ENABLE_TEST_SERVER build arg in docker build scripts.
  • Telemetry:
    • Adds Staging variant to SentryEnvironment and updates its display.
