Add VirES repository

Adds spase://ESA/Repository/EO/VirES so that it can be referred to in the SPASE metadata generation pipeline via HAPI

This record is identical to the one being added in HPA-ESDC-ESA-INT/SPASE#2. That PR also adds associated Person records under the ESA naming authority but I think I should leave them out from this PR until we figure out how those records will be dealt with (I don't know yet how that will work). I suppose that is okay? it just means that the person entries in this VirES record won't be known about by SPASE yet.

If the Person records for those referenced in the new record don't exist, they will have to be created. the other PR seems more complete. The maintainers of this GitHub repository will have to decide.

I just held off on adding the persons here because :

• there are not yet any similar records in the ESA naming authority here
• I read somewhere that the convention is/was to keep all persons in the SMWG naming authority to avoid collisions (though I didn't quite understand that)
• I don't know what the plan is for updating this repository from the HPA-ESDC-ESA-INT

Looking further, I see that the CNES repo has such records so I suppose it is fine. I'll go ahead and include the new person records here
