DTPOMERSER-1415 Update Project to Gradle 7

Issue

The Github Action was updated and requires to use at least Java 17 and requires the projects to using Gradle 7

also the Android Studio requires Java 17 or latest version, and project is outdated by using Gradle 5.6.

  • Bump up Java version from 11 to 17
  • Bump up Android actions from V2 to V3
• Bump up dependency versions:
  • Gradle Tools from 3.6.4 to 7.4.2
  • Gradle Runtime from 5.6.4 to 7.5
  • appcompat from 1.2.0 to 1.7.0
  • annotation from 1.8.2 to 1.9.1
  • robolectric from 4.12.2 to 4.14.1
  • mockito-core from 3.2.0 to 5.15.2
  • hamcrest from 2.1 to 3.0
  • hamcrest-library from 2.1 to 3.0
  • Jacoco from 0.8.2 to 0.8.8
• Fix unit test by introducing shadows clock system class
