… whether or not an app is installed Adding db2 and manage parameters from pipelinerun-install.yml.j2 to pipelinerun-upgrade.yml.j2 to make sure all parameters required by db2 and manage tekton tasks will be available.

paramsargument to support Manage Foundation installation parametersAll the changes in this PR are only for the specific scenario where MAS 9.0 without Manage is upgraded to MAS 9.1, which will require Manage Foundation to be installed.
