This PR updates the
CONTRIBUTING.md,README.md, andREADME_zh.mdto inform contributors that the CLA process is already managed via CLA Assistant (https://cla-assistant.io/). When contributors submit a PR, the CLA check will automatically appear and guide them through signing, so no additional action is needed.
