version bump for release 0.0.23

It's been over 2 years since a release, so I think it'll be nice to make one. I tried to follow the repo's style for updating CHANGES.md, hope I've hit the mark

hah, don't mention it, it's just the smallest contribution. And thanks for the tip - I'm new to python, didn't realise it was this easy to depend on a package directly from git!
