About the PR

Adds ThiefSingular and HereticSingular gamerules for admin use. Exactly what it says on the tin.

Why / Balance

Once or twice a day, admins get an ahelp that goes something like:
hey i need to go but i'm an antag, can you please give my slot to someone else?
That's easy to deal with when the round is traitors or lings, we've already got rules that add additional traitors or lings to the round based on what players have toggled on. This lets us do this for thieves and heretics too.

Technical details

Just two gamerules. I've tested them.

Upstream made some changes to minigun ammo I wasn't aware of. PART OF THE REASON WE'RE DOING THIS, FOLKS.

It makes sense that we just do the base weapons too. Forked weapons will be parented off of our's which has them translate into our system with fewer changes (ie. melee damage)
