Description of Changes
Saves the program build number in all cases when a program is created with binaries, using clCreateProgramWithBinary. Previously, the program build number was only set for a program created using clCreateProgramWithBinary when dumping input program binaries.
Testing Done
Tested with DevicePerformanceTiming and KernelNameHashTracking enabled. Observed that the program build number was set for all kernels, even those created with binaries, whereas previously the kernels created with binaries were unconditionally zero (unset).
