* remove MANIFEST.in because that's only relevant for setuptools
* format pyproject.toml with Tombi

FYI @ntarocco Since my latest update a minute ago, this PR here already includes the changes to setup.cfg in your pyfs removal PR: https://github.com/inveniosoftware/xrootdpyfs/pull/134/changes#diff-fa602a8a75dc9dcc92261bac5f533c2a85e34fcceaff63b3a3a81d9acde2fc52

Since I know you're actively working on kicking pyfs out, I'm holding off on merging this one 🙂
