This is a companion PR to isofit/isofit#915 .
If we choose to simplify the RT engine to be a single engine per image/run, than we can update the tests to match the new expected structure.
As a note this leaves the config for the Thermal IR config unchanged, as this will need to be looked at separately to determine the best way we want to support this moving forward.
