Replace broken OPEN_SFC waitAct stub with auto-completing INFO message#42

The step previously paused execution waiting for a manual ACT button press,
with confusing "Open SFC" wording that implied desktop functionality. On
mobile there is no SFC buffer to open, so the step now logs an INFO message
telling the user to send the ship manually in APEX and completes immediately.
The label ("Resupply" or "Repair") is derived from the package name so both
burnact and repairact produce the correct wording.
