- Use ruff for formatter and linter (replaces black, isort, flake8, etc.)
- Use uv instead of requirements.txt files
- Fix issues from formatter
- Use prek instead of pre-commit
- New minimum Python version of 3.10 (3.9 is EOL)
- Refresh gitignore
