Initially, all on-chip devices are powered off.
The timer must be awake before changes can be made to its registers.
Also, allow a millisecond divisor to be specified explicitly.

I fixed some bugs that I uncovered, added support for powering up and down modules by adding wake and sleep functions, added a SerialOutput class for attiny84, and added some configuration files used by PlatformIO. Added a divisor to the Timer class to allow smaller increments in time than 1 ms.
These changes were only made for the attiny84 and atmega328p devices, although similar changes are needed for the other devices.
