Add max length validation for print job name field #65

Database columns for print_jobs.name and print_job_promises.name are VARCHAR(255), but API endpoints lacked validation, causing SQL truncation errors when names exceeded this limit.

Changes

API validation: Added max:255 rule to name field in PrintJobPromisesController::store() and update() methods
Test coverage: Added validation tests for both create and update endpoints at boundary conditions (255 and 256 characters)
