the formatting inside this repository has drifted from what `rustfmt` with `edition=2018` provides. make an explicit `cargo fmt` commit to separate whitespace and formatting from functional changes.

before more functional changes land, it would be nice to format the repository according to the current rules.
this will make it easier to detect the difference between functional and stylistic/whitespace changes.
