Placeholder PR for the Conditional Authorization feature blog post, as instructed in kubernetes/enhancements#5681 (comment)
I'm unsure whether the feature will have time to merge in this cycle, but I open this placeholder PR now in time for the placeholder PR freeze, and then closer to code freeze we will know whether it made it or not.
