Adding Entry For Snapshot Topology (Alpha KEP-5943)

Description

This change adds in a reference to the documentation for the CSI Volume Snapshot Topology feature that is being introduced in k8s v1.37.

This PR references a page that is not yet published. Will unhold once kubernetes-csi/docs#645 is merged.

@kernel-kun, since this includes a link to an out-of-tree CSI doc that is not ready yet, can we get this merged before that or do we need to wait?

Discussed during CSI meeting that we will change links to just point to CSI Documentation homepage until new side car versions are released and can be properly documented in the CSI Docs (in kubernetes-csi/docs#645)
