How to reproduce:
1) Run this to export the PTC from main:
butler export-calibs main ./calib LATISS/calib/DM-46359/isrTaskLSST_lowerSetTemp/ptc.20241014a
2) Edit calib/export.yaml:
2a) `type: associations` needs to have the `collection` set to
LATISS/calib. This avoids needing to manually chain the regular
CALIBRATION collection, which is not possible on ci_builder
constructed repos.
2b) `type:associations` needs the `timespan` updated to change
`begin:` to null. This allows the calibration to be used for data
taken at any time.

Add a PTC, as that is now required for ISR processing on LSST cameras.
