This change aligns the health check endpoint with the other API endpoints by adding the /api prefix, ensuring consistency across the API surface.
The health_check.rs test file provided minimal value and duplicated logic that is better tested through integration tests.
- Add /api prefix to all endpoint documentation - Document the new /api/health endpoint in README and OpenAPI spec
