feat(tasks): split task summaries from agent prompts

Summary

• add agent-only task instructions with a Description fallback for existing tasks
• route orchestrator and CLI task instantiation through the prompt-aware task path
• define a concrete, PR-safe commit-normalize prompt and document the authoring pattern
