Infrared heating panels ranked too high (#1 with score 80) on low-EPC
homes where walls are uninsulated. The savings estimates (30-40% less
energy) assume a reasonably tight thermal envelope -- misleading for
score-22 homes with cavity or no wall insulation.

Fix mirrors the existing ASHP/GSHP pattern:
- eligibility.ts: return eligible_with_caveat when infrared_panels +
  !wallsAdequate(); add unmet prereq message
- confidence.ts: map that state to low confidence + clear caveat text
  ('Insulate walls first')

Effect: priority_score drops from 80 → 65 (existing -15 penalty),
placing infrared panels below loft_insulation (80) and wall insulation
options -- the correct foundational-first ordering.

No changes to catalog data, ranking formula, or other recs.
