This commit merges all beta branch features into main with clean linear history. Key changes from beta: - Merge AppInsightsCommon into AppInsightsCore (Phase 1-4) - Add W3C Trace State support/handling - Add startSpan, withSpan, Route Strategy features - Add tree-shaking annotations - Update build dependencies and test layouts - Sync with OTel-SDK file structure Squash merge of origin/beta (3.4.0-beta) with conflict resolution: - Updated Rush version to 5.169.3 (from main) - Removed beta-specific publishConfig
