This bullet appears to reference the org policy file name as apm-policy.yaml, but the CLI policy discovery/parser logic uses apm-policy.yml (and fetches it from <org>/.github/apm-policy.yml). Also, "deployed across all targets" is misleading: by default installs deploy only to detected targets (fallback is just copilot), unless the user explicitly selects --target all / target: all.
