Description

Code coverage improvement for R4 (and other versions) API part 2.

Related issues

Addresses [issue #174920].

User Story 174920: Improve Test Coverage for R4.Api (54.47% ? 75%)

Testing

Ran newly added UTs locally and also from the pipeline.

FHIR Team Checklist
