Plan for rafael/web Branch Changes

This PR aims to:

  1. Add the Rust for Windows book (previously Kenny's blog) to the repository

  • Verify all workflows still function properly
  • Ensure documentation references work correctly

I killed the agent. It went off the rails and started re-implementing everything.
