Plan for rafael/web Branch Changes

This PR aims to:

1. Add the Rust for Windows book (previously Kenny's blog) to the repository
2. Simplify the CI/CD pipeline

Detailed Task List:

Phase 1: Add Rust for Windows Book

• Create a new book site in the web/ directory similar to the existing features site
• Set up basic React/TypeScript structure for the book
• Create a navigation structure for book chapters
• Add initial content sections (Getting Started, etc.)
• Update build.ps1 to handle the book site

Phase 2: Update Documentation References

• Update README files to point to local book instead of external Kenny's blog
• Update sample documentation to reference local book
• Ensure all kennykerr.ca references are updated appropriately

Phase 3: Simplify CI/CD Pipeline

• Analyze current workflow files (currently 15+ separate workflows)
• Identify workflows that can be consolidated
• Merge related workflows while maintaining functionality
• Update web.yml to build the book site alongside features site

Phase 4: Testing and Validation

• Test that the book site builds correctly
• Verify all workflows still function properly
• Ensure documentation references work correctly
