feat: add support for loading sample data to 'atlas-local-create-deployment' tool

Proposed changes

@mongodb-js/atlas-local@1.1.0 now supports loading sample data into our local deployments, I've updated the atlas-local-create-deployment tool to be able to use this new feature.

Testing:

• Manual testing
• Updated accuracy tests
• Updated integration tests
