This PR aligns voicemail audio uploads (greeting, busy, and unavailable) with the existing offhour announcement pipeline by reusing the same WAV/MP3 normalization and conversion approach to produce Asterisk‑compatible WAV (8kHz mono) and reject invalid inputs.
The required conversion binaries are already used by the offhour service (link here).
