• Fixes issue with changed uv behavior around pypy executable names.
  • This change resulted in the latest failed CI image build.
  • Passing CI image build
• Unpin tox to update to latest version.

I had a question about the kafka changes-ssuming tests pass this seems fine to me.

Why were we pinning 3.9 tests to these versions? I'm fine with unpinning them I guess assuming the tests pass.
