[Rabies] Initialize Lyssavirus rabies all-clades community dataset

This pull request initializes a Lyssavirus rabies (rabies) Nextclade dataset with clade-subclade resolution. Created in collaboration with @kimandrews and with subject matter expertise/user input from Massachusetts Department of Public Health. Thanks so much for preparing this dataset!

I wanted to make a rebuild (CI bot is disabled for forks) and push the outputs here but have accidentally pushed this to the nextstrain/nextclade_data:master branch. Which is the same as merging the PR. But my intent was to just push the build output only.

Could you please resubmit as another PR? (exactly like this one)

Additionally, once PR is made, could you please enable maintainers to push to your PR's branch (there's a checkbox on side bar) so that I could push the build output. Or you could run the rebuild script and push the results yourself:

./scripts/rebuild --input-dir 'data/' --output-dir 'data_output/' --no-pull --allow-dirty

This is needed so that other people could test this in Nextclade Web fully (including dataset index, dataset autodetection etc.)
