feat(schema): add doctor:check hook types

Adds doctor:check hook types to @nuxt/schema and documentation for nuxi doctor command.

Changes

• DoctorCheck and DoctorCheckContext interfaces in packages/schema/src/types/hooks.ts
• doctor:check hook in NuxtHooks
• Hook reference in docs/4.api/6.advanced/1.hooks.md
• Command docs in docs/4.api/4.commands/doctor.md
