Stabilize enabled api

The enabled concept API has been stabilized at the spec level across metrics, logs and traces:

• Traces: Stabilize Tracer enabled operation opentelemetry-specification#4941
• Logs: Stabilize Logger.Enabled opentelemetry-specification#4463
• Metrics: Stabilize Enabled API for synchronous instruments opentelemetry-specification#4746
